Governor now says

COLUMBUS, Ohio
(AP) — Gov. Mike
DeWine on Tuesday
relaxed his order on
mandatory face coverings in businesses for
employees and customers, saying that after
receiving input on his
decision, mask-wearing
will be recommended
but not required.
“Within the last 24
hours, it has become
clear to me that a mandatory mask requirement for retail customers is offensive to some
of our fellow Ohioans,”
DeWine said.
The first protocol on
DeWine’s online list for

On Monday, the governor said: “No masks,

Teen pleads guilty to 2018
Kentucky school shooting
LOUISVILLE, Ky. (AP) — A teen charged in the
2018 Kentucky school shooting that killed two students has pleaded guilty to murder.
Gabriel Ross Parker was 15 when he fired a handgun into a crowd of students before classes started
at Marshall County High School on Jan. 23, 2018.
Parker was arrested at the school and charged with
murder. He later was charged as an adult.
Marshall County Commonwealth’s Attorney Dennis Foust said the plea deal gives Parker a life sentence. Along with the murder convictions, he also
pleaded guilty to 14 counts of assault.
Parker, now 18, appeared by teleconference on
Tuesday before Marshall Circuit Judge James Jameson.
Foust said the coronavirus pandemic played a
role in moving toward a plea agreement for Parker.
The trial was scheduled to open June 1.

Reality TV star Ashley
‘Minnie’ Ross dies in wreck
ATLANTA (AP) — Ashley Ross of the reality TV
show “Little Women: Atlanta” has died in a head-on
crash on a Georgia road, police and her representative confirmed Tuesday.
Ross, 34, who was known as “Ms. Minnie,” died
of her injuries Monday at Grady Memorial Hospital
in Atlanta, her publicist Liz Dixson said in an email
to The Association Press.
“The family respectfully asks for their privacy as
they grieve during this very difficult time,” Dixon
said.
The wreck happened late Sunday night on a road
south of Atlanta, Dixson said.
It was a head-on crash involving a Nissan Sentra
and a Ford Focus, City of South Fulton Lt. Derrick Rogers said. The driver of the Nissan struck a
curb, lost control of the vehicle and crossed into the
opposed lanes, striking the Ford, he said. Police did
not say which vehicle Ross was in or provide other
details, but they said the other driver suffered
minor injuries.
The Lifetime series follows the lives of a group
of women with dwarfism trying to make it big in
Atlanta’s hip-hop and rap music scene.

NEW YORK — The
government says it has
approved an additional
$50 billion in loans
to small businesses,
although banks are
complaining that a
bottleneck at the Small
Business Administration
is severely slowing the
process.
Banking industry
groups said Tuesday that
the SBA’s loan processing system is still unable
to handle the heavy volume of loan applications
from business owners
trying to get aid under
the Paychceck Protection Program, part of the
government’s $2 trillion
coronavirus rescue package.
“Today is just another
slow, frustrating slog
for getting PPP loans
through,” said Paul
Merski, a vice president
at the Independent
Community Bankers of
America.
The government’s
small business loan program was replenished
with $310 billion and
started taking applications again Monday.
Without addressing
any glitches, President
Donald Trump said at
a press conference with
small business owners
Tuesday that twice as

were not authorized to
speak publicly about the
process.
Tuesday afternoon the
SBA said about 476,000
loans had been approved
totaling more than $52
billion. Trump said most
of the loans approved
were for smaller
amounts, an indication
that loans were going to
smaller companies. The
average loan during the
first round of funding
was $206,000.
The loans are aimed
at helping small businesses retain workers or
rehire those who they
laid off in response to
the virus outbreak. Any
money from the loan
used toward payroll will
be forgiven. Restaurants,
retailers, gyms and
other businesses were
forced to shut down to
try to contain the virus’s
spread, and other companies have seen a steep
drop in revenue as customers stayed home or
cut back their spending.
The SBA did not
immediately respond

for a request for comment Tuesday on the
delays. But in a memo
the agency sent to banks
at midday Tuesday and
obtained by The Associated Press, the SBA said
it would stop banks from
using a system that automatically submits applications into the agency’s
ETran system. Without
that system, “the loan
processing system will
be more reliable, accessible and equitable for
all businesses,” the
memo said.
At some banks, the
change means having
to manually submit the
applications, a much
slower process, said
Nick Simpson, a spokesman for the Consumer
Bankers Association.
Others are able to
submit applications in
batches of more than
5,000, but it wasn’t
known how or when
the SBA would process
them, he said.
The $349 billion
first round of funding
was exhausted in less

than two weeks. In
this round, banks have
reported that they were
being allowed to submit
only 350 applications
an hour, if that many.
Meanwhile, they have
thousands on hand.
“I don’t know of any
bank who’s reaching 350
per hour,” said Richard
Hunt, president of the
Consumer Bankers
Association. He said
there appeared to be
technical issues at the
SBA similar to ones that
held up processing early
in the first round of
funding.
The Treasury, which
oversees the loan program, has come under
criticism for allowing
large public companies
to obtain loans, some
of which have been
returned. Speaking at
the Tuesday press conference, Treasury Secretary Steven Mnuchin
said any loans approved
for more than $2 billion
would be subject to SBA
review before they’re
paid.

COVID-19, the disease caused
by the virus, has infected hundreds of workers at meat-processing plants and forced some of
the largest to close and others to

diminished, pork plants in the
Midwest have been hit especially
hard. The viral outbreaks have
persisted despite efforts by the
meat companies to keep workers

sick.

Shortages
bring about
other shortages
It seems to me that the current virus crisis has
given rise to shortages in a number of products
— you know, hand sanitizers, disinfecting sprays,
and such.
One result, however, is when a
shortage in one area brings about a
shortage in another — kinda like the
proverbial domino effect. Well, that’s
what’s happening with some items
whose scarcity has resulted in shortfalls in other areas. One example has
Bill
been the demand for face masks with
Taylor
some locations requiring individuals
Contributing
wear these protective devices.
columnist
Commercially produced masks
have been allocated to medical and
other first-line responders, leaving folks in the general public to fend for themselves. The response
to this shortage has been for homemade masks by
the hundreds of thousands if not millions being
produced across the country — and that effort
has brought on a second shortage. You see, these
masks require a way of keeping them in place with
the usual method being strips of elastic fastened
to the sides of the mask and looped around the
ears. The problem that has surfaced is a serious
shortage of the elastic used for these loops.
Several ladies who have made a number of
masks have told me not only have they run out
of elastic in their own caches of sewing materials, but their usual suppliers have run dry as
well. Instead, they are resorting to making “ties”
from material to provide a means for keeping the
masks in place, but this is a less than desirable
alternative. Oh, by the way, I understand most of
that elastic material comes from — care to guess
where? You got it — China.
OK moving on.
Probably the most highly publicized shortage
— and the one which hit more millions of folks in
this country than any other — has been that of toilet paper. Several stores I have visited recently still
either have no stocks on their shelves or limit the
number of rolls per customer. This phenomenon
has impacted our society in a totally unanticipated
way — that of generating a dramatic increase in
the sales of bidets. Yep, that’s right, bidets are
reportedly in short supply in response to the toilet
paper shortage. Wonder what a “bidet” is? Time
for some education.
In general terms, a bidet is a plumbing fixture
located near the toilet bowl and is designed to be
sat on for the purpose of washing the human genital area, inner buttocks, and anus. It is intended
to promote personal hygiene, and is employed
after using the toilet, and before and after sexual
intercourse and its use greatly reduces and may
eliminate the need for toilet paper.
By the way, “bidet” comes from a French word
meaning “little horse” reportedly referring to the
straddling position users must assume to use it.
“Bidet” may be pronounced “bee day” or “bye
day” or some version thereof. It’s French so who
knows for sure.
Anyway, bidets usually have had their own
water supply and a drainage opening but more
modern versions may combine a toilet seat with
a washing capability consisting of several warm
water jets and warm air drying. There are even
bidets that may be attached to toilet bowls thus
not requiring additional plumbing. One version
that reportedly can be installed under an existing
toilet seat in about 10 minutes consists of a hose
connecting to the toilet’s water supply; a valve
controlling the water pressure; and a nozzle directing the water stream. So why use a bidet? Well,
proponents claim personal hygiene is improved by
using bidets when compared with toilet paper —
and some environmentalists claim millions of trees
could be saved if this country used bidets instead
of toilet paper.
OK, back to the subject at hand.
News stories indicate a dramatic increase in
the sales of bidets. One bidet company reportedly got orders for 4,000 units in a single day
and ordered another 50,000 units from its supplier. Another bidet company has described an
eight-fold increase over last year’s sales and yet
another that its online sales have nearly depleted
its stocks. Yep, folks who follow such things figure the toilet paper shortage may well have been
a “tipping point” for bidets in this country as
evidenced by the near-shortage of these units —
but bidets are commonly used in other parts of
the world.
We encountered bidets during the years we
spent in Europe but never used them. For one
thing we couldn’t figure out which way to sit on
those contraptions. As for today’s versions, we
would have to redo our bathrooms to accommodate one of those multi-jet warm water devices.
Yep, one of those inexpensive toilet seat add-ons
using a stream of cold water to wash my backside
just wouldn’t measure up.
At least that’s how it seems to me.

Joy of re-discovering re-reading
If there is a silver lining to our current situation, it might be that our
lives have slowed down.
With the absence of our
“daily grind” (whatever
that consisted of) we can
now take time to try new
things and to relish those
things that were crowded
out by our busy daily
routine.
Debbie and I now find
time to cook more than
ever. I really love to make
breakfast. My specialties
are omelets and some
amazing scrambled eggs.
Throw in creative pancake designs and I am a
breakfast craftsman.
I have also started sitting on the front porch
to read. It is nice to be
able to sit and wave at
passersby, neighbors and
friends while I read and
sip a glass of wine or
another adult beverage.
Even on those days
when it drizzles a
little, my front porch has
become my favorite place
to read.
Books and reading have
been mentioned in my
column quite a few times.
Almost nine years ago,
Lora Abernathy asked to
write a weekly column
for the newspaper. At the
time, Lora was the editor
of the Wilmington News
Journal. I told her that I
didn’t think I was interested.

One of the first things
I heard about Dean was
that he was a published
author. Not only had
he written books about
establishing and building
effective youth ministries,
but he also wrote detective novels that were
exciting, funny and entertaining.
Dean’s latest novel, “Off

It is only available online.
It is also a detective
novel. So far, I’ve thoroughly enjoyed reading it,
but I am really honored

Hillary Clinton endorses Biden
By Bill Barrow
Associated Press

Hillary Clinton, the
first woman to become a
major party’s presidential
nominee, endorsed Joe
Biden’s White House
bid on Tuesday, continuing Democrats’ efforts
to coalesce around the
former vice president as
he takes on President
Donald Trump.
Clinton made her
announcement during
a Biden campaign town
hall to discuss the coronavirus and its effect on
women. Without mentioning Trump by name,
Clinton assailed the
Republican president and
hailed Biden’s experience
and temperament in com-

parison.
“Just think of
what a difference it would
make right now
if we had a president who not
only listened to
Clinton
the science ...
but brought us
together,” said Clinton,
who lost the 2016 election despite leading
Trump in the national
popular vote. “Think of
what it would mean if
we had a real president,”
Clinton continued, rather
than a man who “plays
one on TV.”
Biden, as a former vice
president and six-term
senator, “has been preparing for this moment
his entire life,” said Clin-

ton, a former secretary of state. “This
is a moment when
we need a leader, a
president like Joe
Biden.”
With her historic
candidacy, Clinton
remains a powerful — and complex
— figure in American
life. Her 2016 campaign
inspired many women,
and her loss to Trump
resonates to this day. The
female candidates in the
2020 Democratic presidential primary often
faced skepticism that a
woman could win the
White House.
Biden has pledged to
select a woman as his
vice president.
Given her 2016 experi-

ence, Clinton could offer
Biden unique insight
as he prepares for the
November general election. Her endorsement
is the latest example of
leaders from across the
Democratic spectrum rallying behind Biden.
In recent weeks, Biden
has picked up support
from former President
Barack Obama, House
Speaker Nancy Pelosi
and leading progressives
such as Sens. Elizabeth
Warren of Massachusetts
and Bernie Sanders of
Vermont. Hillary Clinton’s husband, former
President Bill Clinton,
has not yet publicly
endorsed Biden and has
kept a lower profile during the Trump era.

NFL to hold 2021
draft in Cleveland
from April 29-May 1
CLEVELAND (AP) — After a successful virtual, stay-at-home experience this year, the NFL
plans to hold its draft outdoors in downtown
Cleveland next year from April 29 to May 1.
The dates were announced Tuesday, three days
after the completion of a unique draft that went
smoothly despite logistical obstacles due to the
COVID-19 pandemic.
TV ratings soared over the weekend as fans
soaked in every moment of a rare live sporting
event held in recent months. Commissioner Roger
Goodell announced this year’s selections for the
first three rounds from his basement in suburban
New York, and viewers got to see players react and
celebrate at home with loved ones.
“We successfully brought to life the first virtual
NFL draft last week, and we are now very excited
to work with Cleveland to incorporate some of
the innovations and special access from 2020 into
our planning for 2021,” said Peter O’Reilly, the
league’s vice president of club business and league
events. “We look forward to partnering with the
Browns, the city of Cleveland, Greater Cleveland
Sports Commission and Destination Cleveland to
create a memorable celebration of football for such
a passionate fan base and community.”
The NFL officially awarded Cleveland the 2021
NFL draft last year. The Browns will be celebrating their 75th anniversary next year.
Details are still being finalized, but the Cleveland draft will be held at locations around FirstEnergy Stadium and the Rock & Roll Hall of Fame.
“It’s such a great football town, with a huge
number of draft fans,” O’Reilly said. “It was right
there in the top three in market ratings this year,
and they are very passionate about football. There
are some unique things we can do with the Rock
‘n Roll Hall of Fame and with the stadium. There’s
an opportunity to bring in music and great artists into that environment and kind of `rock the
clock.’”

Browns exercise
contract option on
star Garrett, Njoku
CLEVELAND (AP) — The Browns didn’t have
a major decision to make on Myles Garrett’s near
future. Now they can begin working on keeping
the star defensive end much longer.
Cleveland exercised the fifth-year contract
options Monday on Garrett and tight end David
Njoku, whose time with the Browns appeared
uncertain after some offseason business by the
team.
The decision on Garrett was not a surprise as
the No. 1 overall pick in the 2017 draft has developed into the one of the NFL’s premier pass rushers.
The former Texas A&M standout had seven
sacks as a rookie, 13 1/2 in 2018 and was on his
way to another big season in 2019 before he was
indefinitely suspended for striking Pittsburgh
Steelers quarterback Mason Rudolph in the head
with a swung helmet in a Nov. 14 game.
Garrett claimed Rudolph used a racial slur,
which prompted his uncharacteristic outburst.
Rudolph denied that accusation. Garrett missed
Cleveland’s final six games, and was reinstated by
NFL Commissioner Roger Goodell in February.
Now that the Browns have him locked up
through 2021 — Garrett will make a base salary of
$4.6 million in 2020 and $15.1 million in the fifth
year of his deal in 2021 — the team will likely try

Mike Tatoian, president and CEO of Dover International Speedway, stands near the finish line while waiting for a news conference at the
track Monday in Dover, Del. The track was scheduled to host a NASCAR auto race this weekend, but due to the COVID-19 outbreak, the
race is being run virtually on NASCAR’s iRacing circuit. Sports will eventually start again and all signs indicate NASCAR is racing full
speed ahead of the other major leagues in resuming competition. The sanctioning body is currently working on a revised schedule that
could have NASCAR back on track in roughly three weeks.

All eyes on NASCAR as it races toward restart
CHARLOTTE, N.C.
(AP) — Sports will eventually start again and all
eyes are on NASCAR,
which appears to be racing full speed ahead to
get there.
The sanctioning body
is working on a revised
schedule that could have
NASCAR back on track in
roughly three weeks. The
May 9 race at Martinsville Speedway in Virginia
is the eighth postponement so far, but NASCAR
hopes to race the following weekend.
Any event would be
without spectators, strict
limitations on who can
attend from each team
and at a track within driving distance for the North
Carolina-based teams.
That would certainly
favor Darlington Speedway in South Carolina for
a one-day race either May
16 or 17. The Coca-Cola
600 at Charlotte Motor
Speedway scheduled for
May 24 could also be
held on Memorial Day
weekend for the 60th
consecutive year if the
North Carolina governor
signs off.
NASCAR has held only
four of its 36 races and
is desperate to get back
to racing and generate
revenue that has been on
hold since early March.
“I know we’ll be watching NASCAR. I know the
IndyCar guys are in communication with NASCAR,” said Ed Carpenter,
the only driver who is

also a team owner in
IndyCar. “A lot of the promoters are the same promoters. We’re all working
together to try to understand how to do this, how
to do it the right way to
not only bring our racing
back to the fans that want
to see it, but also do it in
a safe way to where we’re
not going to create new
issues during this pandemic.”
NASCAR has been
working on a protocol to
protect team members
and drivers, who are
isolated in the cockpit of
their car during competition. It has not shed any
light on how it plans to
maintain social distancing at the track or what
sort of personal protective equipment will be
required.
NASCAR has also only
given teams proposed
new schedules and there
have been many revisions
because so much depends
on details in each state.
Just last week, Nort
Carolina Gov. Roy Cooper said NASCAR teams
could return to their race
shops as an essential
business provided the
work did not interfere
with local stay-at-home
orders and employees are
able to socially distance.
Previous local orders
expire April 30, meaning
teams could theoretically
be back at work by the
end of this week — if
they know what to prepare for.

Racing at Charlotte at
the end of May is under
review by Cooper and
public health officials.
South Carolina officials
have said the state will
host a “spring” race. The
governors of Florida and
Texas have invited NASCAR to compete there
without spectators. Georgia has relaxed restrictions and Atlanta Motor
Speedway is within driving distance. So is Bristol
Motor Speedway in Tennessee.
Driver Alex Bowman
believes the racing will
be good whenever it
resumes and the personalities will help carry the
sport.
“I would just assume
less cameras and interviews and stuff like that,
so some of that stuff
might be cut down or
have to be in a different
format, but we’re all still
the same people that we
are,” Bowman said. “Clint
Bowyer is still going to
be hilarious; Kyle Busch
is still going to have
people mad at him.”
Some racing has
already started: Park
Jefferson International
Speedway in South
Dakota raced on a dirt
oval without spectators
Saturday, while Tri-County Racetrack in North
Carolina said it will have
racing Thursday night
without fans.
NASCAR’s business
model depends heavily on both sponsorship

and television money
and both have come to
a stop. Championshipwinning crew chief Rodney Childers last week
listed his golf cart, racing
simulator, Peloton and
other toys for sale after
Stewart-Haas Racing
became the final team in
NASCAR to cut pay.
Mike Tatoian, president
of Dover International
Speedway in Delaware,
was supposed to host the
first of two NASCAR Cup
Series races this weekend. Instead, a virtual
version of his track will
be used in NASCAR’s
iRacing Series as he
awaits real competition.
He said the track has
laid off its maintenance
team and furloughed a
“handful of others” during the shutdown, but is
still planning on hosting
races this year.
“Obviously all the ancillary income we get from
tickets, merchandise, concessions, parking, camping, those dollars are
critical to our business,”
Tatoian said Monday.
“But given the circumstances, like all the other
businesses in the world,
we are going to do the
best we can. We’ve built
budgets accordingly to if
we have fans or we don’t
have fans, but either way,
we will get through this
healthy and we’ll start
2021 in a good position.”

was based on their potential, not necessarily their experience.

PITTSBURGH (AP) — The Pittsburgh Steelers love to pick younger

A little less tread on the tires. In this
year’s draft, not so much.
While general manager Kevin Colbert
