RACINE — Kimberly Wolfe is a preschool
teacher at the Carleton
School, and she and her
husband Jamie were
adjusting to life without

their children at home:
son Tyler is working in
Pennsylvania, and daughters Elizabeth and Emma
have been in college at
Kent State.
Things changed with
the arrival of COVID-19;
Elizabeth and Emma

came home from college,
and Wolfe is working
from home. She said that
there are a lot of challenges trying to teach
and communicate with
preschoolers, especially
those with disabilities.
“I am at my computer
every day communicating with students and
their families, reading,

sending educational videos, trying to help them
continue their progress…
but it is difficult to not

COLUMBUS, Ohio (AP) — Ohio Gov. Mike
DeWine announced Tuesday he’s cutting $775 million from the state budget in the next two months
because of plummeting revenue due to the pandemic.
The spending reductions are necessary now to
avoid worse cuts down the road, and will affect
every state agency except the prisons department,
the Republican governor said. The state went from
running $200 million ahead in revenue estimates
in February to the nearly three-quarter billion
drop last month, DeWine said.
The governor said he’s not tapping Ohio’s $2.7
billion rainy day fund until the new fiscal year
beginning in July. The budget can be balanced
now with cuts, and the rainy day money will be
needed later this year and next, he said.
“This rain is not a passing spring shower,” DeWine said.
The budget slashing includes $355 million for
K-12 schools and $110 million for higher education, and $210 million from the state Medicaid
program, which provides health care for poor children and families.
More coronavirus developments in Ohio:

This year’s graduation ceremony for Gallia Academy graduates will
be unlike any other but a virtual one is scheduled to move forward.

POMEROY — The Meigs
County Commissioners approved
several agenda items, conducted
a bid opening and addressed the
clerk vacancy during last week’s
regular meeting.
The board approved a proclamation in recognition of National Day
of Prayer which is to take place on
Thursday.
This is the 29th annual National
Day of Prayer celebration in Meigs
County. As in the past, the event
will take place at 11:30 a.m. on
Thursday at the Meigs County
Courthouse with the event to be
broadcast on the Meigs County

GALLIPOLIS — Gallipolis City Schools Superintendent Craig Wright
announced Tuesday via a
Facebook video that Gallia Academy High School
would be holding its
graduation virtually on
May 22 at 7 p.m.
“We’re going to do
this with a virtual graduation and a possibility
of a parade prior to the
virtual graduation,” said
Wright. “This is not
how I wanted to handle

it’s a situation we’re in.

The proclamation states,
Our Nation’s motto ‘In God We
Trust’ was not chosen lightly. It
reflects a basic recognition that
there is a divine authority in the
universe to which this nation
owes homage. Throughout our
history Americans have put their
faith in God and no one can
doubt that we have been blessed
for it. The earliest settlers of this
land came in search of religious
freedom. Landing on a desolate
shoreline, they established a spiritual foundation that has served us
ever since.
It was the hard work of our people, the freedom they enjoyed and
their faith in God that built this
country and made it the envy of

the world. In all of our great cities
and towns evidence of the faith of
our people is found: houses of worship of every denomination are
among the oldest structures.
Prayer is today as powerful a
force in our Nation as it has ever
been. We as a Nation should never
forget this source of strength. And
while recognizing that the freedom to choose a Godly path is the
essence of liberty, as a Nation we
cannot but hope that more of our
citizens would, through prayer,
come into a closer relationship
with their Maker.
Now, therefore, we, the Meigs
County Commissioners, do hereby

She became legendary
treating wounded soldiers during Crimean

Trout, Cole top 65 to earn $100,000 per game

Frank Franklin II | AP file

New York Yankees’ Gerrit Cole delivers a pitch during the third inning of the
team’s spring training baseball game against the Detroit Tigers on Feb. 29 in
Tampa, Fla. Sixty-five players would earn at least $100,000 each time their
team wins or loses if the pandemic-delayed major league season gets underway,
according to an analysis of their contracts by The Associated Press. Cole is
scheduled to earn $222,222 for each game of a 162-game season.

NEW YORK (AP) — Mike
Trout and Gerrit Cole aren’t
the only major leaguers with
a big financial incentive to get
back on the field.
While they head a starry
quartet that would take in
more than $200,000 per game,
65 players would earn at least
$100,000 each time their team
wins or loses if the pandemicdelayed major league season
get under way, according to an
analysis of their contracts by
The Associated Press.
Most rookies and those making the minimum would get
nearly $3,500 each. Every game
added to the big league schedule earns players about $24
million in aggregate.
Clubs would benefit, too,
with huge revenue streams

flowing from regional sports
networks and national broadcast contracts. A contentious
negotiation is likely if Major
League Baseball asks the players’ association to accept salary
cuts to compensate for competing in empty ballparks.
“I would need to be fully
informed about revenue and
things like that before I would
decide if I think it’s fair for us
to do that,” Washington first
baseman Ryan Zimmerman
said. “I know the owners make
a lot of money. … We’re in such
a unique situation. People want
to play. People want to get back
on the field.”
“If there ever was a time
where two sides that have obviously argued in the past could
get along and get things done,

now would be the time,” he
added. “That being said, I’m
not going to sit here and say
the players would be willing to
do that. I don’t even know if I
would be willing to do that.”
Zimmerman, 35 and closer
to the end of his career than
the beginning, has a $2 million
salary and would get $12,346
per game.
Trout, the 28-year-old Los
Angeles Angels star who has
won three AL MVP awards,
has a $36 million salary. He
is tied for the major league
high with Cole, the 29-year-old
right-hander who left Houston
as a free agent to sign with the
New York Yankees. That works
out to $222,222 for each game

MLB average at
around $4.4M for
5th year in row
NEW YORK (AP) — Major League Baseball’s
average salary ahead of a postponed opening
day remained at around $4.4 million for the fifth
straight season, according to a study of contracts
by The Associated Press.
Following an offseason when Gerrit Cole, Stephen Strasburg, Anthony Rendon and Christian
Yelich all agreed to $200 million-plus deals, the
flattened salary curve is evidence of a shrinking
portion of the pie for baseball’s middle class. The
stagnant stretch is unprecedented since the freeagent era dawned in 1976.
And that is before taking into account any
decrease caused by a shortened season in 2020
due to the coronavirus pandemic.
In a throwback, the New York Yankees top payrolls for the first time since 2013 and tower over
the Pittsburgh Pirates at $54 million — the lowest
of any big league team in six years.
Baseball Commissioner Rob Manfred remains
confident there will be a season but is unsure
when health conditions will allow training to
resume.

#howicompete campaign encourages training on
their own at home and with instructions sent electronically by their school coaches.
Student-athletes and teams are encouraged to set
goals and compete against themselves and others
while complying with social distancing guidelines.
Content will be promoted through the OHSAA’s
social media platforms (Twitter, Facebook and Instagram) on its handle @OHSAASports.
“The health and safety of all Ohioans is our
top priority, but we also want student-athletes to
stay focused and motivated to pick up where they
left off when school sports return,” said OHSAA
Executive Director Jerry Snodgrass. “There are so
many things that kids can do on their own or with
their parents and siblings. Especially something
like running and walking, which is a habit that
can stay with them for a long time and keep them
healthy as adults.”
Organizations such as the Ohio high school
coaches associations, Ohio Interscholastic Athletic
Administrators Association (OIAAA) and many
more are asked to help encourage and promote
content from student-athletes and tag the OHSAA
using #howicompete. The OHSAA is also excited
to share this campaign in support of the Greater
Columbus Sports Commission, which is encouraging stories from competitors whose resilience is
helping them Live Forward during this unprecedented health crisis.

Sports Illustrated will bring magazine to TV, film
LOS ANGELES (AP)
— Sports Illustrated is
branching out into movies and television.
Authentic Media
Brands and 101 Studios

announced on Tuesday
that they will launch
Sports Illustrated Studios as part of a joint
venture between the two
companies.

The studio’s first project will be a docu-series
entitled “Covers.” It
will explore the stories
behind the magazine’s
most memorable cov-

ers and what went into
creating them. Five
additional projects
are expected to be
announced over the next
four weeks.

MLB

of the new coronavirus.
MLB’s 2021 revenue also
will be impacted, according to Manfred.
Scott Boras, the sport’s
most powerful agent,
says the disparity in rate
of increase should be
addressed in collective
bargaining for the labor
deal that replaces the contract expiring in December 2021.
“When the revenues
are going up 15% and
salaries are going up
1%, we’ve got to really
calculate the rights valuation and look at it in a
way that allows for those
rights to be exercised differently,” he said.
While there were 878
players on rosters and
injured lists at the start
of the 2019 season,
there were 899 players
in the latest AP survey
because teams had not
yet trimmed to the active
limit. The limit goes up

this year from 25 to 26,
and there could be an
additional roster expansion following the disrupted spring training,
which would impact the
average.
Forty-four players are
at $20 million or more,
up from 39 last year and
topped by Los Angeles
Angels outfielder Mike
Trout. The three-time AL
MVP is at $38.5 million
when a prorated share
of his signing bonus is
added to his $36 million
salary.
Cole is second at $36
million with the Yankees,
followed by Washington
pitcher Max Scherzer,
who is at $35.9 million
when factoring in his
signing bonus and discounting deferred payments he won’t fully
receive until 2028.
There are 136 players
earning at least $10 million, up from 122.

After signing Cole, the
Yankees boosted their
projected payroll to a
team record of nearly
$242 million as of March
28, up from $207 million
at the start of last season
and topping the previous
club mark set in 2016.
That includes $21.9
million for released outfielder Jacoby Ellsbury
that is being contested in
a grievance.
Boston topped payrolls
the last two seasons and
won a World Series title
in 2018. The Los Angeles Dodgers had the highest payroll from 2014-17,
ending the Yankees’
15-year streak as baseball’s biggest spender.
The Dodgers are
second at roughly $222
million, up from $191
million last year, after
acquiring centerfielder
Mookie Betts and lefthander David Price from
Boston.
AL champion Houston
is third at approximately
$208 million, up from
$158 million, followed
by the Chicago Cubs
at about $192 million,
down from $209 million,
and the Los Angeles
Angels at roughly $181
million, up from $162
million.
Pittsburgh cut its payroll from $77 million at
the start of last season
to a level not seen since
Miami and Houston in
2014. Other teams near
the bottom are Baltimore
($61 million), Tampa
Bay ($69 million) and
Miami ($71 million).
Seattle is at about $116
million, which includes
nearly $40 million dedicated to players no longer on the Mariners: Jay
Bruce ($18.6 million),
Edwin Encarnación ($8.3
million), Mike Leake
($5 million), Domingo
Santana ($4 million) and
Robinson Canó ($3.75
million).

From page 7

on March 28 was
$4,432,530, up 1.3% from
$4,375,486 in the AP’s
opening-day survey last
year. The average remains
below its record $4.45
million at the start of the
2017 season and has plateaued since stiffer luxury
tax rates began for highpayroll teams.
Going back to 2016,
the average has increased
just 1% over four offseasons, an average annual
rise of 0.25%. The average went up 27% in the
four years ending in 2012
and 9% in the four years
through 2008.
MLB revenue is estimated to have increased
at close to a 4% annual
rate in recent years, but
will drop sharply this year
because of the impact

of the 162-game season.
Colorado third baseman Nolan Arenado
is third at $216,049
per game, followed by
Houston right-hander
Justin Verlander at
$203,704. Next is lefthander David Price,
acquired by the Los
Angeles Dodgers from
Boston in February, at
$197,531.
Lower down the salary scale, 392 of the
approximately 900
players on active rosters and injured lists
earn at least $10,000 a
game, including 300 at
$20,000 or more, 259 at
$25,000 or more, 161
at $50,000 or higher
and 100 at $75,000 or
above.
Opening day was
scheduled for March 26,
but has been delayed
indefinitely due to the
new coronavirus pandemic. Baseball Commissioner Rob Manfred
is confident the 2020
season will start at
some point, and MLB
and the union have
discussed possibilities
that include playing in
empty ballparks and
neutral sites.
As part of a March
deal between MLB
and the union, players
gained a key objective
in bargaining: If no
games are played, each
player would get the
same amount of service
time this year as he
earned in 2019. As part
of the deal, teams are
advancing $170 million
in salary but players
give up claims to any
more if the season is
scrapped. That leaves
each player to earn a
maximum $260,000,
$60,000, $30,000 or
$16,500, depending on
his contract, if there is a
missed season.
Players agreed to prorate their salaries based
on actual games played.
Signing bonuses
are guaranteed, so the
amount of money a
player stands to earn
this year is calculated
by taking his 2020 salary, dividing by 162

(the original total of
games scheduled) and
multiplying by total of
games remaining as of
the revised opening day.
If the season is later
interrupted due to the
contagion, the numerator becomes the total
of games of a player’s
team.
Union leaders and
some players contend
that agreement covers
terms of any reduced
season, fans or not, and
management points
to a provision that it
is only for games at
regular ballparks with
fans. The agreement
calls for “good-faith”
talks over neutral sites
and games without fans,
and Manfred says 40%
of revenue comes from
tickets and gate-related
revenue such as parking
and concessions.
“Amongst Pirates
players, I haven’t heard
a single thing that suggests they aren’t really
motivated to play,”
Pittsburgh general
manager Ben Cherington said. “When you
have groups that are
that motivated to find
solutions, it probably
heightens my optimism,
because when groups
are that motivated, you
tend to find solutions.”
Twenty-eight players
were at the $563,500
minimum when rosters
were frozen on March
28, which comes to
$3,478 a game. There
were 369 at $600,000
or less, which is
$3,704 a game.
The Los Angeles
Dodgers have five
players at $100,000
or more, the most in
the majors. Just five
teams have no players
at $100,000: Arizona,
Miami, Milwaukee,
Pittsburgh and Tampa
Bay.
Dodgers pitcher
Ross Stripling reached
one of the most fortuitous deals of the
winter. Eligible for
arbitration for the first
time, he agreed to a
$2.1 million contract
with an unusual twist
for a one-year deal:
$1.5 million was put
into a signing bonus.
Just $600,000 is at risk
