WASHINGTON --For the politically cautious, Social Security is the
imprudent issue, a program to be kept off lhe b11dget table, untouchable
despite lhe signals lhat there will have to be changes to keep it sound.
But two senators, a Democrat and a Republican, are defying the
assumption lhat it's too risky to reform and restrain now, proposing a
package of bllls aimed at curbinl! tbe growlh of entitlement spending like
Social Security and reining in congressional and federal government
retirement plans at the same time.
Sen. Bob Kerrey, D-Neb., and Sen. Alan Simpson, R-Wyo., are introducing eight bills to take some of the steps the·presidential commission on
entitlement reform, which Kerrey co-chaired, cOnsidered but couldn't
WHERE~
agree on in 1994.
Kerrey said in an interview lhat tbe mood may have changed witb
Republicans driving for sharp spending cuts in their effort to balance the
budget by 2002, an exercise from wbicb· they specifically exclude Social
Security changes. The topic is off the table at lhe White House too.
Simpson questioned how eilher side in lhe budget maneuvering could
rule so vast a program off limits, and lhen answered: "You leave it off lhe
table out of pure political terror."
.
But be said it won't work, tbat the share of federal spending subject to
the decisions of Congress is ~nking steaclil y as entitlement expenditures
go up, and lhat It has to be changed.
f
There have been such efforts before, usually punished. That .led to !be
description of Social Security as the ,third rail of American policies, not to
be .touched. Some GOP leaders blamed their loss of Senate control in
1986 on Republican support for a curb.on cost-of-living increases in bene·
fits.
And lhe Kerrey panel, after agreeing that something has to be done on
entitlement spending, couldn't come close to agreeing on solutions.
" The landscap;e shilled around here, and that may make this look a lot
more moderate, ' said Kerrey, who insists lhat long-term entitlement
spending reform is the way to deal :wilh budget deficits, and that it can't
be done if Social Security is untoucllable.
·
Entitlements ani !he programs that pay benefits to Americans who
qualify by formula. That is automatic; it bas to be paid, as does tbe interest on the national debt.
Entitlements and interi:st add up to 64 percent of what the federal government wiU spend this year, 49 percent for entitlements alone.
Retirement and health programs are ijlcreasing most steeply, and Medicare, headed for insolvency in 2001 or 2002 unless it is overhauled, is a
GOP b'udget-c utting ta,rgel now. That's a separate but-intertwined isstie.

avoid the loss of ano1h er tri c k ; one
down . ·
.
As North pointed oul, South should
have left the.diamond finesse alone, tak-·
i'ng a .ruffing firiesse in club s in stead ..
After winning trick two, h e should have
played a trump to the dummy and
called for the club king. As suming East
covers with the ace !a card with which
he i s marked by West's openin g lead ),
. declarer ruffs, r eturn s to dummy with
anotfter trump and plays the club 10,
discarding a diamond from hand. Wesl
wins .with the queen 1 cashes the heart
and switche s to a diamond .
However, declarer wins with 'dummy's
ace and discards his last diamond on
dummy's established club eight.
The other inter es ting fact about t~
