RUTLAND – Ohio Treasurer Robert Sprague recently
announced that the Village of Rutland in Meigs County has joined
OhioCheckbook.gov.
“I am pleased to welcome Rutland to the Ohio Checkbook as
our newest partner in government
transparency,” said Treasurer
Sprague. “OhioCheckbook.gov
is a single, streamlined resource
for taxpayers to ﬁnd government
spending information at the state
and local level. Now, village residents have a direct line of sight
into how their tax dollars are
spent.”

The Village of Rutland is the
6th government entity in Meigs
County to join OhioCheckbook.
gov. The village’s online checkbook
includes more than 1,200 individual transactions that represent
over $438,000 in spending from
January 3, 2017 through December 26, 2019.
OhioCheckbook.gov was
launched in June 2020. The new
transparency website combined
OhioCheckbook.com (previously
administered by the Treasurer’s
ofﬁce) and Ohio’s Interactive
Budget (previously operated by
the Ofﬁce of Budget and Management) to create a single, one-stop
resource for taxpayers to learn

more about spending at the state
and local levels of government.
By streamlining website administration, eliminating duplication,
and reducing overall operating
costs, OhioCheckbook.gov will
keep government transparency at
taxpayers’ ﬁngertips for years to
come.

worked construction
for 38 years as a union

beautiful roses.

Relative of 8 slaying victims
files wrongful death lawsuit
COLUMBUS, Ohio (AP) — A man
who lost several relatives in the killings of
eight people in southern Ohio four years
ago ﬁled a wrongful death lawsuit Tuesday against the suspects, saying he wants
to be sure none of them receive ﬁnancial
gain from the crime.
Tony Rhoden Sr. is seeking unspeciﬁed economic and punitive damages
against four suspects in the April 2016
killings and two others who were charged
with peripheral offenses. Four are awaiting trial in Pike County; charges were
dropped against one suspect, and another
pleaded guilty to an obstruction charge
last year.
“In my eyes, why should someone beneﬁt from destroying other people’s lives?”
Rhoden, whose brothers Gary Rhoden
and Christopher Rhoden Sr. were among
the eight victims, said in an interview.
Any money that arose from publicity over
the case should go to the victims’ surviving children, he said.
The shooting deaths of the seven adults
and a teenage boy in April 2016 terriﬁed residents in the rural community
and led to one of the most extensive
criminal investigations in state history.
Not until November 2018, more than two
years after the killings, did authorities
announce arrests.
Surviving family members “suffered
and continue to suffer damages for the
mental anguish caused by the deaths,”
according to the lawsuit ﬁled in Pike
County, where the killings happened.
“We will do whatever is necessary to
attempt to hold those responsible for
these heinous acts accountable,” said
Columbus attorneys Brian Duncan and
Adam Nemann, representing Tony Rhoden.
Several lawyers representing those
named in the criminal complaint said
they couldn’t comment because they
hadn’t seen the lawsuit yet. Attorney
Mark Collins, representing George Billy
Wagner III, said, “Once he gets served,
I’ll get him to an appropriate civil attorney to defend that.”
Jim Owen, representing Fredericka
Wagner, said the lawsuit contained the
same “totally bogus” accusations raised
by the state in its failed bid to prosecute
her.

wrong,” Owen said. “That’s why they
dismissed their case rather than go to
trial.”
It’s unclear whether any of the suspects — if convicted — could receive
compensation, such as proceeds from a
book or movie. Like many states, Ohio
has a “Son of Sam” law that prevents
convicted criminals from beneﬁting
ﬁnancially from their crimes.
The law is named for the nickname
given to the 1970s New York City serial
killer David Berkowitz. It was originally
passed out of concerns he might try to
make money from his crimes, though he
denied ever wanting to.
Tony Rhoden’s lawsuit names the six
members of one family — the Wagners
— who were arrested and charged in
November 2018.
Authorities have said a custody dispute between the Rhoden and Wagner
families may have been a motive for the
killings. One of the suspects, Edward
“Jake” Wagner, was the former boyfriend of 19-year-old Hanna Rhoden,
one of the victims, and shared custody
of their daughter.
Prosecutors say the Wagner family
spent months planning the killings,
which happened at three trailers and a
camper near Piketon. Most of the victims were repeatedly shot in the head,
and some showed signs of bruising, as
if they had been beaten. Three young
children at the scenes were unharmed.
All but one of the victims were shot
multiple times in the head.
The Wagners lived near the scenes of
the killings about 60 miles (100 kilometers) south of Columbus.
The victims were 40-year-old Christopher Rhoden Sr.; his ex-wife, 37-yearold Dana Rhoden; their three children,
20-year-old Clarence “Frankie” Rhoden,
16-year-old Christopher Jr., and 19-yearold Hanna; Clarence Rhoden’s ﬁancée,
20-year-old Hannah Gilley; Christopher
Rhoden Sr.’s brother, 44-year-old Kenneth Rhoden; and a cousin, 38-year-old
Gary Rhoden.
In addition to Edward Wagner, the
lawsuit names his brother, George Billy
Wagner IV, and their parents, George
Billy Wagner III and Angela Wagner. All

run game, a winning combination for the Bobcats.
The Ohio University football
team picked up its ﬁrst win
of the season, defeating MidAmerican Conference guest
Akron 24-10 on Tuesday inside
Peden Stadium, with three
takeaways from the Bobcat
defense, and three rushing
touchdowns by the OU offense.
Ohio (1-1, 1-1 MAC) —
which has now won 12 of its
last 13 matchups with Akron
(0-2, 0-2) — needed just 2:50
to break the scoreless tie,
going 62 yards in six plays,
capped off by a nine-yard run
by De’Montre Tuggle. Tristian
Vanderburg made his ﬁrst of
two point-after kicks, giving
the hosts’ a 7-0 lead.
Defense controlled the
remainder of the opening
period, and 38 seconds into the
second, Jarren Hampton recovered a fumble for the hosts at
the Akron 41.
OU redshirt-senior Armani
Rogers started the drive with
a 16-yard run, and then found
Isiah Cox for a 24-yard pass
on the next play. Rogers then
found the end zone for the ﬁrst
time as a Bobcat, rolling right
for a one-yard scoring run at
the 12:27 mark of the second
quarter.
After a punt by each side, the
Zips got on the board with a
14-yard touchdown pass from
Zach Gibson to Nate Stewart,
capping off a nine-play, 97-yard
drive. Cory Smigel made his
lone extra point kick of the
game, cutting Ohio’s lead to
14-7 with 4:25 left in the half.
Smigel got the guests to
within four points with a
34-yard ﬁeld goal 5:13 into the
second half, but Ohio was back
up by seven after a 44-yard Vanderburg ﬁeld goal with 6:27 left
in the third quarter.
Each team punted on their
ﬁnal drive of the third quarter,
and the Ohio defense came
up with another takeaway on

on the ground. UA also claimed

scrambles. The addition
of speedy rookie Henry
Ruggs III has helped
increase Carr’s average
depth of pass by more
than a yard, helping the
Las Vegas quarterback
rank ﬁfth in the league in
passer rating at 110 with

the torn left knee ligament that

Dr. Shenouda is a highly trained and specialized oncologist and hematologist who
manages all facets of care for patients with the diagnosis of cancer and hematologic disorders. In addition to his formal educational and research activities, Dr.

TOPS (Take off Pounds Sensibly)
group met recently for their weekly
meeting. Leader, Judy Morgan called
the meeting to order by asking for the
KOPS, TOPS pledges and the pledge
to the American flag.
TOPS songs sung were: Lose,
Lose, Lose and Twinkle, Twinkle Little
Star.
Pat Snedden was weekly best
loser. Sue Maison was named
monthly and quarterly best loser.
Cindy Hyde gave the Secretary’s
report.
Connie Rankin gave the
Treasurer’s report.
There were no additions or
corrections to either report.
Connie Rankin conducted the
“Marble” game. No winner has been
named.
Leader, Judy Morgan announced
that Veggie Bingo will be next week.
There is a high probability that
Veggie Bingo will be routinely on the
second Monday of the month.

out of the Scale”. She said that it is
important to celebrate the non scale
victories. These are the victories that
are not necessarily scale related.
These could be such things as one’s
clothing being looser, having others
notice your weight loss, lower blood
pressure or blood sugar or even a
reduction in medications. These
NSC (non scale victories) can be
a good source of motivation. Judy
asked members to take note of their
individual NSV’s and be ready to
share them at the next meeting.
She also presented a short lesson
on “Smart Snacking”. Members
discussed various snacking ideas.
TOPS suggests that anything 200
calories or less could be a good
snacking option especially if it
